You can imagine that for this city to be habitable it needs a lot of organization of its 4 million inhabitants (Manhattan only) and maybe if 1 in 4 people has a dog, there are 1 millions around!!!! That is why this post in a construction site is reminding new yorkers to clean after their dogs!!! And to post no bills, i think they liked the blue so much they didn't want it covered.
